Guo Xin, 53, one of the 100 most-wanted fugitives overseas, has returned to China to surrender herself to the police, according to the Central Commission for Discipline Inspection, the nation's top anti-graft watchdog. Guo was an associate professor of history at Yunnan University in Kunming and is suspected of taking bribes, according to a news release from the commission. It added that Guo fled to the United States in August 2010.
